The escape wheel is the toothed wheel the pallets release. Its tooth count, divided into the train, fixes the beat rate — and the beat rate is the denominator in every timing reading.

What the wheel actually does
The escape wheel is the last wheel in the train and the only one whose motion is intermittent. It turns in steps, one tooth per beat, and each step is what the pallets convert into an impulse. Between steps it is locked and motionless, which is why the whole train upstream of it can be geared for continuous motion.

Why the count is not the beat rate
A 15-tooth escape wheel does not by itself give 18,000 beats per hour. The count and the gear ratios between the barrel and the wheel together give the beat rate, and the same 15-tooth wheel appears in watches at 18,000, 21,600 and 28,800. Anyone quoting a tooth count as if it were a frequency is skipping the train.
Six degrees of escape-wheel rotation per beat is the figure that follows from 60 teeth at one revolution per minute. A 15-tooth wheel moves 24 degrees per beat. The angle matters because the pallets have to lock, drop and impulse inside it.
Boundary: the escape wheel is not the balance and not the fourth wheel
The fourth wheel carries the seconds hand on most movements. The balance is the oscillator. The escape wheel is neither, and a fault in the fourth wheel shows up as a seconds hand that stutters, not as a rate error. Near kin, different symptoms.
The misreading to avoid: counting teeth on a photograph and declaring a movement's beat rate. The count gives you the wheel, not the train, and the train is what sets the frequency.
Where this bench argues with the trade
The bench holds that tooth count is over-reported in watch writing and tooth form is under-reported, when tooth form is what the timing machine actually sees. Two wheels with the same count and different tooth form produce different amplitude behaviour at the same rate.
